To achieve NEP Initiatives goals, the projects organizers have undertaken a four-stage process.
The first stage was an assessment of the views and interests of a wide range of energy leaders on energy policy goals, specific policies, and pending legislation, and on the potential for building a broad consensus on national energy policy. The assessment report in the next section is a summary of what we have learned from that assessment. (This was completed in late January 2002.)
The second stage was an "expert workshop," using this assessment as its primary briefing document. In that workshop, an experienced and diverse group of national energy policy experts used the assessment as well as their collective wisdom and experience to develop a set of guiding principles and objectives and specific policy proposals. Professional facilitators assisted the group and summarized its results. (This was completed in late February 2002.)
The third stage has two parts. The first was an informal congressional and press briefing, sponsored by Sen. Jeff Bingaman (D-NM), Chairman of the Senate Energy and Natural Resources Committee, which took place on March 14, 2002. Rep. Roscoe Bartlett (R-MD), Chairman of the Energy Subcommittee of the House Science Committee, also gave opening remarks. This briefing was the official release of the NEP Initiative Expert Group Report. The second part was dissemination of the NEP Initiative points of consensus to all of those who were invited to the expert meeting but unable to attend with an invitation to support the NEP Initiative points of consensus if they believe the consensus satisfies their interests and the nation's. The fourth stage, now underway, is wider public dissemination and discussion of the results of the NEP Initiative process. The scope, intensity and duration of that dissemination effort will depend on how much the organizers, energy leaders and experts believe the results have to offer to the political process, and on how far the political process has gone toward delivering a broad-based and broadly supported national energy policy.
